Internet publications faced particular problems in the past year as governments tried to rein in the new, less controlled forms of media. In its 2008 Press Freedom Index, the Paris-based watchdog group Reporters Without Borders ranked Uzbekistan and Turkmenistan near the bottom of its list, at 163rd and 171st place, respectively, out of 173.
