Study: Union effect on education inclusive

BLOOMINGTON, Ind., Nov. 12 (UPI) -- The effect of collective bargaining on student achievement is inconclusive, a study released Wednesday by Indiana University's School of Education said. That doesn't mean opinions are scarce.
