(ABC News: Damien Larkins) Councils in Sydney's south-west are threatening to block the New South Wales Government's plan to house more than a quarter of a million people in their region if a promised rail link is scrapped. The Government wants to absorb a big chunk of Sydney's population growth in 18 new suburbs spread across three local council areas called the south-west growth centre.
