The police and their zealotry to conduct these brutish raids - apparently with the goal of terrorizing people and killing pets - does damned little to restrain the illegal drug trade. It does however continue to qualify the jackboots participating in medals, commendations and Federal grants. Chief High's statement is a lie; the Calvo family was not victimized by drug traffickers - rather, it was victimized by the police. Since it was the police who brought the drugs to the suburb, and personally delivered them to the mayor's house without his knowledge, the Chief's statememt is technically accurate. Exactly.
