No one should take the U.S. into war

The following editorial appeared in The Tennessean of Nashville on July 25. When former secretaries of state James Baker and Warren Christopher recently proposed a law dealing with how the country goes to war, the one sure prediction was how the current White House would respond: That would be with a shrug. The current White House has never been especially interested in what Congress or anyone else thought about the way a war was conducted, and there is no reason to believe it would give Baker, Christopher or Abraham Lincoln himself any attention, unless the opinion happened to be the same as the Bush administration's.
