Police are drafting an ordinance that would protect the rights of metal dealers to purchase scrap, but discourage thieves from selling it to them. It comes after catalytic converters were stolen from vehicles at the American Red Cross and U-Haul store this month. "Metal theft ranks right up with identity theft," explained Lieutenant Darrell Atteberry. "It's one of the fastest growing crimes in the United States.
