By Robert Winnett, Deputy Political Editor The former Labour minister who led the rebellion against reforming MPs' expenses made a windfall of almost £200,000 last year from selling a flat which could have been funded by his taxpayer-funded expenses, the Telegraph can disclose. Don Touhig, now a backbench MP, made the windfall profit on his Westminster flat which was bought in 1998 and sold for more than double the amount in 2007. The flat was sold last year for £305,000. Public records do not disclose what he paid for the property but similar flats in the same block cost less than £130,000 in 1998. The former defence minister who represents a constituency in south Wales is understood to have claimed the flat as his "second home". This means he was eligible to claim more than £20,000 a year for the property. Official records...
