MOSCOW (AFP) - Britain is to blame for the tense state of relations with Russia and should make proposals for improving ties at this month's G8 summit, a Russian foreign ministry official said on Wednesday. Speaking to journalists on condition of anonymity, the official said the "fault" for current tensions lay with Britain and the onus was on Prime Minister Gordon Brown as he prepares to meet President Dmitry Medvedev at the G8 talks in Japan next week. "We believe Mr Brown should bring some proposals.... We hope Britain will signal willingness to normalise the relationship and to develop it in all areas," he said.
