GTX 275 fps issue, any suggestions?

I just bought a new XFX GTX 275. While playing Far Cry 2 I seem to be having frame rate issues. I am running it maxed settings @ 1366x768. I have downloaded driver version 190.15 & also tried 186.18. All settings in the game equal the same frame rate. I drop it all the way down, still the same fps. I average 25 fps no matter what I do.
