Four advisers drafted into 10 Downing Street to improve Gordon Brown’s popularity are being paid up to £140,000 each from public funds, new figures show. Stephen Carter Joined Number 10 from City PR firm Brunswick. Its boss Alan Parker is a friend of Sarah Brown and it is believed he recommended Mr Carter for the job when it became clear Gordon Brown was scouting round for a new injection of dynamism in his top team. He had previously been the chief executive of Ofcom, the broadcasting watchdog - a New Labour creation. But his lack of political experience instantly raised eyebrows among some close to Mr Brown. Unlike Tony Blair's arch strategist Alastair Campbell, Mr Carter had shown no passion for politics and had a sketchy to non-existent grasp of the inner workings of Labour.
