In a move that must be very embarrassing for the Chancellor of the Exchequer Alistair Darling the National Audit Office is refusing to sign off the Treasury's accounts for the year. The National Audit Office concern is over the Northern Rock fiasco and the way bank is being treated on the Treasury's books.
