From correspondents in Delhi, India, 03:30 PM IST Following is the text of Prime Minister Manmohan Singh's speech at the 14th National Integration Council meeting here Monday: We are meeting at a time when our nation is facing many and simultaneous challenges. Responding to challenges, at best of times, is a very complex exercise. It gets even more complicated when the security calculus is a matrix of many imponderable factors.
